When the GSIS Act of 1997 took effect on June 24, 1997, all uniformed personnel of the Bureau of Fire Protection was excluded from its compulsory coverage leaving the entire uniformed personnel with no Insurance Benefits and Credit Facilities upon retirement.
Guided by the sudden exclusion of the personnel of the Bureau of Fire Protection and apprehensive of the welfare and clamor of the entire members of the Bureau nationwide, the BFP officers and non-officers created an association to cater to their respective needs. Thus, the Fire Services Mutual Benefit Association, Inc. was registered on January 18, 2002, at the Securities and Exchange Commission (SEC) with Certificate of Incorporation No. A200200846 and IC License NO. 2004-17-O dated November 17, 2004, with fifteen (15) Board of Trustee members.
